The distinction

The pandemic caused an unavoidable rupture. This investigation examines the recovery choices that followed, not whether restrictions should have existed.

The finding

Britain reopened services but did not assign responsibility for restoring participation across them.

The country reopened. Participation did not automatically return.

Education recovered learning. Health treated distress. Employment programmes moved people towards jobs. Transport restored services. Each response had value, but no institution held responsibility for rebuilding the interfaces between them.
